Quick bump because I haven't forgotten about this thread and I have more to add. It's just I am still overseas and the internet here is terrible.
I want to get back home and do another post, hopefully with a non-non-alcoholic beer in hand. I have another alien race to post in this thread. Thank you all for the input and the patience.

Star Fleet News Service Brief First Contact Star Date 8490.1 Uss Clifton, CAPT Adam Broder, Commanding.
The USS Clifton reports first contact with a sentient, warp capable and technologically advanced species, the Equarians. The species safely traversed the vast interstellar distance between our galaxy and the Fornax Dwarf Galaxy. Their advanced propulsion technology consists of tachyon collector sails which enabled rapid transit with economical energy usage. The Equarian home system is located within the outer globular cluster of the Fornax Spheroidal Galaxy, necessitating an adaption which renders Equarian Shields especially resistant to a vast portion of the known types of electromagnetic energy.
Equarian morphology shares many features with that of terran equid species. Remarkably their internal anatomy is also consistent, being primarily herbivorous hind gut fermenters, which is unusual for bipeds particularly in the Federation. The species developed on a planet with little tectonic plate activity, meaning that early super continents stayed intact for billions of years of the planets life cycle. Pictures of the equarian homeworld of Periso prime feature wide plains with rolling hills and long grasses, similar to the prairies of the teran North American continent. The species features perissodactyl hind limbs, an upright posture, large laterally positioned eyes and a height of 2 terran meters. Coated in a layer of short epidermal hair, there is surprising variation between individuals even within the same species, and highly pronounced gender dimorphism. Males are impressively muscled as the females are light and gracile.
Unfortunately their home planet of became unstable as the globular cluster underwent a cataclysm of supernovas and nebula development over the last 1 million years, rendering it uninhabitable.
Barely breaching the confines of the globular cluster, before their world was ruined, the Equarians attempted resettlement in the prime Fornaxian spheroidal galaxy, only to be violently repelled by a territorial reptilian race. Under a hive mind control and with primitive reptilian survival instincts still governing their brain's basal ganglia, the reptilian species was completely unintelligible to the Equarians. The reptilian species evolved without contact from other sentients and as a consequence of this narrow development were incapable of recognizing sentience in other species. They could only conceive of the Equarians as a prey species. The resulting conflict nearly destroyed the equarians and casued them to flee from the Fornax galaxy. It is unknown if they have been followed by their adversaries, however given the uniqueness of the Equarian propulsion systems, it seems unlikely. The Equarian Starships are capable of impressive superluminal speeds exceeding warp 9.9. Even so, the journey has taken several hundred solar cycles to complete. It is remarkable to note that equarian starship technology appears to be at least 100 years in advance of Star Fleet's, even after such a prolonged journey. The Equarians are remarkably long lived, the elders among their people still recall the circumstances of their flight from Fornax and the devastating war.
The Equarian governmental system is referred to as the Equinastic Kingdom, and shares key features with a feudal caste system and as might be expect, is rigidly patriarchal. However, instead of a castle, each powerful and influential Equarian knight is lord over a starship commensurate with their rank and political and military prowess. Unfortunately for the Equarians this political arrangement had dire consequences as entire houses and family lines could be destroyed with the loss of a large capital ship.
The Equarian fleet consists of 130 starships of various size and type, the peripatetic Equarians seek refuge in our Galaxy, but are so far reluctant to allow Star Fleet to serve as a diplomatic envoy as they make their first forays into the Alpha Quardant. Their current trajectory will place them in direct contact with the Gorn Hegemony.
The fleet is under the command of "First Lord" Kelas, commander of the Equarian Battleship Percheron.

No nits to pick, I appreciate you pointing that out!
I'll post the reptilians (convenient bad guys aren't they?) when I get time.
I sort of feel sorry for Equarians because they flee one territorial reptile species only to encounter another! As for their warp speed, the top speed is impressive but the acceleration is slow. It would take them a few miliseconds to get to warp 7 or 8, but several days to reach the top cruising velocity. I would picture their weapons being Enterprise "C" Era, and I would give them longer weapon ranges instead of excessive damage. They could go into battle with a "free" store of tachyon energy saved up and expend it over the course of the battle (for weapons only). This would mean their weapons are powerful but only for a limited time during the battle depending on how much they use. Probably no more than 25% of the ship's engine power capacity could be stored in the Tachyon Engine Battery (TEB). Weapons could be called the "TBW" (Tachyon Beam Weapon) and have the same equivalent federation weapon mass and computer requirement proportional to weapon output (not range).
Regular phasers/disrupters could be charged at a limited level (i.e. no weapon would do more than 8 points total to INCLUDE the damage modifier). The Tachyon based weapons could do a lot more damage (i.e. up to 20 a shot) but over a shorter range of not more than 10 hexes, kind of like a big "horse kick".
That would make them tactically interesting to play against, anyway.

Yeah, arriving near Gorn territory is unfortunate! Plus, the Federation races are such a mixture, but look at the difference behaviorally between Vulcans and Romulsns, who look nearly identical! As to what they think of the notoriously territorial, punctual, and physiologically different Tholians, I look forward to hearing about THAT!

It's always nice to see another race enter the Star Trek universe. The more, the merrier!
Thanks for the update!
