This is the introduction to a chain of thoughts i have been having about how Star Fleet makes good use of the lessons learned in war. I did a couple of previous threads along this line. The first one I did, and is now lost, is how the Earth-Romulan War shaped the various infrastructure of Star Fleet. How it lead to a less centralized command structure and gave rise to certain agencies.*
It became apparent during the Romulan War that Star Fleet needed more localized control over its areas. Yes the hQ on Earth would still have final word on the conduct and control of operations, but in the outer reaches of the UFP, decisions would have to be made quickly so Star Fleet developed "Naval Districts" and made them the local HQ for operations in that small area under the general control of the central HQ. This allowed for a quick reaction to a situation in the district to have an emergency response using resources that have been "assigned" to that area, while a more appropriate mission could be brought forth. Star Fleet's lesson learned.
*Mainly Star Fleet Intelligence, and how it led them to a clearing house agency for other Federation intelligence services, as well as conducting its own "information" gathering operations.
The Four Years War, against the Kliongons, brought out a hole new set of lessons in command and control and importantly LOGISTICS. So this write up will be about the expansion and creation of the various "operational" commands in Star Fleet. Several support commands are also important, but they are self explanatory in their names.
Commands such as:
Star Fleet Medical...taking care of physical and mental needs of personal and so om.
Star Fleet Corps of Engineers...designing Star Fleet facilities, control over testing of new equipment, and the over seeing of construction of Star Fleet vessels.
Star Fleet Intelligence has already been touched on...
