I have been trying to figure out the best ways to fight the Romulan fleet through out the TOS era
Around 2240 (reference stardate: 1/83) to around the Four Years War...the Romulan ships were very capable. Example The V-2type2 Hunter class cruiser; entering service in 2248 (1/91). We did a test of this ship in single combat against a couple of the top line Federation and Klingon ships of the era.
The Hunter was able to beat both a Constitution Mk.I, entering service in 2245 (1/88), and a Klingon D-4E Predator class cruiser from 2249 (1/92). The Hunter was able to engage and incapacitate both ships in just a few turns of game play. The Constitution was able to last longer in the fight.
You can not under estimate the Romulan ships.

Reference Stardate: 2/230410 (April 10, 2280)
Near the planet Aarris (12.2S, 7.2E) in the southern tip of the Triangle
A Romulan battle group consisting of a newly commissioned V-24 "Great Bird" cruiser and two S-11 "Bird of Prey" scouts are operating cloaked in the Triangle along the Klingon border. This battle group is conducting the primary mission that the Great Bird was designed for. That is to hunt down the Klingon clones of the K-22, D-32 and L-42 variants of the Bird of Prey that have violated the terms of the technology exchange between the empires. The Klingons were not to patrol the Romulan borders with each ship, and this became a slap in the face to the national honor of the Romulan Star Empire.
The Romulans are moving toward a trio of Klingon warships that is made up of a L-42A "Great Bird" frigate and two K-22 "Bird of Prey" scouts. The scouts are a K-22A and a K-22B. This group was on a mission to intercept what was believed to a pirate ships that had raided a couple of Klingon manned freighters in the Triangle. Yes the Klingon and Romulans call the classes the same names to add insult to injury. The Klingons are moving at a fast warp speeds and uncloaked to chase down the pirates.
It just so happens the course of the pirates takes the klingon pursuit past Aarris where the Romulans are patrolling, and an intercept will happen.
But the Klingons picked up one of the cloaked Romulans and broke off pursuit and took up an offensive stance and the L-42A made a disrupter attack that actually got lucky and brought one of the S-11s offline line by killing her engines. This lead to the remaining Romulans decloaking and it became a knife fight between the forces. The V-24 and the remaining S-11 actually concentrated their fire unto the K-22A blowing her out of the sky. The S-11 then broke off to lore the L-42 into a chase to get an easy target, but the Romulan cruiser zoomed past the K-22B firing its aft torpedoes at her. This brought the Klingon scout to all stop and dead in space, her crew were all casualties.
Meanwhile the L-42 Blew the S-11 out of the sky, while the V-24 brought herself about, and engaged the L-42 with all its forward weapons. This forced the Klingon to turn and face the Romulan ship and both ships exchanged fire in which the Klingon cruiser lost its engines and most of her crew.
So goes a boost to Romulan honor and the destruction of a complete destruction of the Klingon pursuit group. Yes, the Romulans didn't take prizes. They had to run from the field because a battle group of Klingon D-7Ms were believed to be on their way into the Triangle, so the Romulans destroyed the hulks and placed V-24 placed the remaining S-11 under tow and headed back toward the Romulan border.
The V-24 can do what she was designed to do, and that is to kill the Klingon birds.

In the end of that battle above, neither side could really call it an official act of war, because it occurred in a place that neither side should have been in under the border agreements that all three of the major superpowers had made. That was their armed forces were not to conduct operations in the Triangle with out informing the other powers. This was so an incident would not trigger an all out galactic war. So if a minor incident happened, it was kept quiet as could be...sort of a no fail no harm situation...

According to the stardate put up in this after action report, this clash would be right within IEC territory. Must have been a quick battle, for none of the three IEC Defense Squadrons were alerted to what was going on. Both empires would keep this incident hush-hush to everyone as you posted. Well....such things do happen in the depths of space.
