The destruction of the Romulan home system by the explosion of the Hobus supernova also took with it the bulk of the Romulan Star Navy, including the Empire’s primary construction ards. Insufficient resources remained to do police the vastness of Romulan space, and the Empire broke into several major fragments. What remained of the old government would eventually settle on the planet Vvalti and establish the Romulan Free State.
The new government’s most pressing need was to reestablish some sense of control over the space lanes. Piracy and other criminal activity ran rampant throughout many sectors and the Outmarch worlds quickly adopted a policy of minding their own business. Local governments hoarded as many resources as they could lay their pudgy fingers, tentacles, or other manipulative appendages on. The new Star Navy found itself critically outnumbered an outgunned. Long gone were the days when the Empire’s enemies trembled at the very mention of its mighty D’deridex class warbirds.
Then the universe did the Romulans a favor for once. In 2393, the Free State government discovered a long-forgotten cache of starship parts, including everything from gravity plating to major structural assemblies, mostly for the old V-8 class. While representing obsolete technology, the components were in mint condition. The only thing they needed now was the means to use them.
The answer came in the form of the Orion Syndicate. The Free State had been quietly doing business with the Orions for some time for parts and supplies the other major powers had refused to supply for various reasons. The Syndicate liaison listened to their request and, after some negotiation, a deal was struck. The Orions would supply yard space and technical assistance in exchange for future trade concessions. The cost was steeper than the Romulans would have preferred to pay, but the already had most of what they needed. It was either that or opening negotiations with the Ferengi, and the Romulans hated the Ferengi.
The parts hoard was clandestinely relocated to Orion space, and work commenced. While the hulls were being assembled, a more detailed inventory of the other supplies was made. In addition to the hulls, the hoard contained several RIE-series impulse drives, RB-26 disruptor banks, and enough life-support systems to fully assemble seven basic ships. Disappointingly, no cloaking devices were to be had. The R-5M series computers were replaced with Orion Mark-IIIA to gain a slight displacement savings. Their hosts also arranged for them to purchase OWD warp engines, OD-15 disruptors, and OP-5 photon torpedo launchers. They even threw in some ONSH shield generators at a discount, as well as transporters and other auxiliary systems.
The first of the new ships was complete by late 2394. It was christened RR 146, the RSV Dhael ch’Saeihra (lit. “Bird of the Stars”). At the ceremony, the Free State announced that, henceforth, all their ships would be known as “starbirds”, representing a new direction for a new Romulan people. The other six vessels would enter service over the next 2 years, with the last (RR 152 Raptor’s Grace) being the last to enter service.
The Starbird class represents a remarkable achievement, a testament to the ingenuity of Free State engineering. Reasonably fast (Wf6 cruise/Wf8 emergency speed),and highly maneuverable. The combination of Romulan and Orion components seems to work well. The Starbirds are roughly equivalent in combat power to Jem Hadar attack craft. They have crews of 150, with two Operational Groups of Free State Marines (16 total) also embarked.
The primary deficiencies of the Starbird class are their modest cargo capacity (only 140 SCU) and the typically cramped living conditions typical of Romulan designs of the 23rd century. Overall, though, they are perfectly adequate for patrol and defensive operations, and the RFS intends to build more as resources permit.
