Here's my build for a romulan frigate (something they got zilch of) its built about 2249 and is the romulan attempt to match the Loknar Mk 2 unlike the Loknar the Flying Raptor holds troops, albeit a small handful.

Background: In the midst of years after the Four Years War, the Federation were a hive of activity for new technologies that came from the War's conclusion. Watching on quietly behind their borders the Romulan Empire observed the new use of phaser and photonic technologies the empire however were in no real position to yet test the Federation's new use of these new weapons. Looking over their fleet specifications they found one area they had no ability to transport small scale of troops in particular they found they lacked any vessels weighted as a frigate similar in scope to the Federation's Loknar class. One consortium inside the Empire came up with the Flying Raptor class, sporting a moderate array of weapons and heavy shielding the design specifications were found to be in some areas in advance of the Loknar it was expected to be pitted against. Over the next two years the Flying Raptor took off, and remains in construction at the rate of four per year.
