I love the political bantering building up. A couple of things to consider, though: It seems unrealistic that weapons, cloaking devices, and qualified personnel would be included in these transactions. This would reduce the cost and increase the legality considerably, allowing for quicker delivery of a greater number of vessels per transaction. There wouldnβt be too much problem acquiring several installments of old D-7Cβs if they were without the weapons, and maybe were sold to several different front operations first. The limiting factor for the Kephans might be getting enough qualified personnel and suitable infrastructure to refit, operate, and maintain the fleet once acquired, especially the weapons. No doubt, all political neighbors underestimate Kephan determination to acquire this fleet, and political rumblings occur, mocking Kephan efforts to expand its influence by acquiring this fleet. But the ultimate question must become, eventually, Do the Kephans have the weapons to arm this fleet? If anyone ever finds out the truth about that (assuming that the Kephans somehow do have the weapons), then watch out! Just news about the Kephans having enough weapons to arm some of these ships would destabilize the whole region and upset the economic balance. This would put every neighboring fleet on alert and paint a pretty ugly picture of Kephan intentions. It would be an uphill battle for the Kephans to eventually gain the respect of their neighbors enough to continue to exist while maintaining their foothold. This could put unusual motivations on Kephan captains who might have to sacrifice their personal principles or scruples for the greater good of their fleet, if they wish to avoid conflicts that they cannot win but wish to avoid losing everything they value. I figure the Klingons would sell their ships with the disruptors and such in them rather than take them out. Furthermore, they may favor selling to one business rather than another because they'd pay top credit for the ship class. A D-10 would get more money than a D-7, which would get more money than a Luckless monitor and so on. The Empire needs the credits bad and quickly at that, especially after Praxis explodes.
If you check the storyline in the Setting Information section on the Kephans, both Gideon and Cheron (now called New Gideon) would have enough people available to operate the starships. Especially Gideon which, if you remember the episode "The Mark Of Gideon", have more than enough people to operate them -- even if it's only as a skeleton crew for each ship.
The ships would not stay in Orion space, if I'm understanding what your implying. I'll stand corrected if I'm wrong. The end goal is to get these ships through the Federation-Klingon Neutral Zone and into Kephan space.
By the way, none of these ships have cloaking devices. It would be the same deal regarding the Romulan ships they'd get in the Charger's Price set-up.

If the Federation were to reject such an arrangement and were to continue to deny the existence of the Unity, then the Unity might opt for beefing up its own Intelligence Operations and spy on the Federation.

Right now if there is any diplomatic contact between the UFP and the Unity, it would be through the Orions. The Federation and Unity are technically and legally in a state of war.
The Orion Free States are the Unity's oldest trading partner and the first in the galaxy to recognize the Unity as a sovereign nation.
I suggest you go through the Kephan Unity sub-section of Setting Information to discover why both sides are still at war. Also check their sub-section of Custom Ships Et Cetera for more info on how the Unity's Star Navy got their original ships, both Fed and Klingon. It will give you more background on them as well as some of their more prominent characters.

(OIS) - - In what more superstitious minds would call an βill omenβ, the unexpected appearance of Yenell the Half-Breed at the current impromptu trade conference disrupted proceedings enough to end negotiations for the rest of the day. Long absent from Orion space, the scientific prodigy stunned the participants by her advocacy for the Kephans. Fabled for her research in harvesting various deadly forms of radiation as clean energy sources, the half-Romulan half-Green Orion spoke little during opening introductions. She stayed close to her commanding officer Captain Anthony J. Wrenfield as the morning session sputtered to a halt. Neither Federation nor Klingon negotiators had any comment at the time of deadline.

[Voice of Rigel News] - - The sudden appearance of legendary scientist Yenell the Half-Breed on behalf of the Kephans sent the conference into an uproar. The shock of her presence was enough to shut down the opening session for the rest of the day. Rumored to be the equal of Spock of Vulcan or Mara of Qu'onos, the βpride of the Royal B'Morgian Universityβ had tongues wagging and gossip-mongers long guessing what brought her back to the Homeworld. Wearing the fabled white gloves of the University's magna cum laude graduates, she kept quiet on her whereabouts all these years. All she would say to local media was that her loyalties were now with the Kephan Unity and it's cause.

(OIS) - - A chastised Abbalyn the Jester opened the second day of the trade conference opened with a detailed inventory of ships ready for purchase. As was reported by outside sources, the majority of ships are Klingon made. This was followed by an offer to the Kephan delegation that stunned all parties concerned.
Klingon representative Mekta, son of Rasch, expressed concern about the amount of ships in βprivate handsβ, as he said to reporters later in the day. He demanded to know who would want them and for what purpose. He furthermore wanted to know why the corporate heads weren't present to explain themselves on these purchases.
Abbalyn countered with a request for reasons why the Empire would allow these sales to begin with. He asked if they thought there was a risk it could reduce security along their frontier with the Federation. He added if they are that desperate for cash, they should change their internal policies to facilitate increased financial strength.
The day's schedule ended with the Kephan team promising to transmit the proposed offer to their superiors. The Federation team kept silent to reporters, no doubt awaiting any counter-offer currently in process of being made.

[Voice of Rigel News] - - Day two of the impromptu trade conference exposed the still raw emotions between Botchok's former occupiers and the Homeworld. It also revealed the unpreparedness of the Kephan delegation and the sternness of the Federation team.
The morning session began with Abbalyn the Jester listing the type and number of ships for sale. Prominent among them were the Klingon heavy cruisers, including eighteen D-7C models and a D-10D model. Also listed were fourteen K-30 monitors known as Luckless for their reputation for being accident-prone. There were a smattering of old Romulan vessels mentioned including an obsolete V-1 Starglider cruiser. Finally there were some Federation and Orion freighters no longer useful to their original buyers.
With a smug look on his face, Abbalyn concluded with the proposed deal. It currently stands at a 25% to 35% discount on the collection of 153 starships. He then gave a challenge to both Federation and Klingon negotiators to surpass the deal.
When made, Anthony J. Wrenfield, head of the Kephan team, nearly chocked on a glass of water in reaction. His assistant, the legendary Yenell the Half-Breed, came to his aid.
Mekta, son of Rasch, bellowed his wrath at the Jester, demanding to know who bought the ships and reviled them for their absence.
βWhy?β asked Abbalyn according to anonymous witnesses. βTo slay them or have them explain themselves?β
βThese ships are the fruits of our labor, the work of our hands,β he said. βWhat would you do with all of them? Make them part of your Star Navy to disgrace us? Or cast them aside as if they were trash?β
βCome now,β the Jester replied. βYour fellow Klingons willingly sold or traded them to us. Do they really need Orion gold and credits THAT much?β
βAdmit it,β he continued. βYour economy bleeds...and staggers...like some drunkard leaving a tavern who got mugged in an alleyway...bruised and in pain. Made an object of scorn and laughter by all who pass by. You know you can do better, true?β
The Federation representative, Undersecretary for Diplomatic Affairs Richard Coulson, then suggested all parties concerned contact their superiors on the deal. Then they would reconvene and negotiate from there. This calmed down tempers enough to elicit agreement from both Klingon and Kephan teams. The session ended and none others are currently scheduled.

Mekta is going after Abbalyn and the Orions, not the Kephans or Feds in this session. He is genuinely shocked at the deluge of Klingon craft in Orion hands, especially the heavy cruisers. He's wondering WHY his fellow Klingons would sell or trade their warships to the Orions. What rewards are they getting from such sales or trades? If you have The Klingons: Game Operation Manual, pages 42 and 43, read up on Klingon Paranoia and then Komerex Zha, The Great Game. Those parts of Klingon culture would be at work here. Which persons or family line benefits from such sales or ship transfers and why? How does all this play into the "Great Game" being played here and who are the players?
Perhaps I should have had Nunkta, Mekta's assistant, explains it in the preceding paragraphs. My apologies, then, for not making this clearer in Mekta's reaction. I thought it would have been made plain by the reactions between Mekta and Abbalyn in their verbal skirmish. My bad.

βWhat's the big deal?β he asked before returning to planet Asperax. βMost of these old ships for sale are gunboats, warp shuttles, freighters and monitors. Can they even make Warp One without breaking down? Who knows? This is a pathetic overreaction by all concerned. The only good thing out of this so far is that the IKS gets nothing. Not even a warp tender on it's last legs. But why involve the Kephans in this deal? Leaves me scratching my head.β
βFrankly,β he concluded, βI think everyone here on your world is suffering from insomnia or overdosing on stimulants. You only get one nervous system in this life, so you should take care of it big time. That's why I'm going back home to Asperax. Unlike here, one isn't tempted to be money-mad all the time and showing off to one's neighbors. Leaves you frazzled and that's no way to be.β

Trade representatives from the Overlordship of Spike and the Republic of Namezk met with the Kephan team while the latter waits for an official response to the BPC's offers. Both worlds lay within the Federation-Klingon Neutral Zone, neither allied with either major power. Both worlds were temporary way-stations for Kephan convoys making their Orion Run. Both governments have had no complaints on past interactions with said convoys. βTheir freighters stay a minimum amount of time within our borders,β said Naash Zaccheus the Soup Eater, spokesperson for the Spike government. βThey respect that we don't trust outsiders. It has been our tradition for a thousand years to be on guard against everyone. Trust must be earned and so far the Unity has done that. Thanks to their influence, we are gradually opening up to the outside stars, starting with both Botchok and Namezk.ββThe Republic also appreciates this,β said Apex Eshk the Long Bearded representing Namezk. βUnlike both the Federation and the Empire, the Kephans never interfered in our internal affairs. (OIS) - - Early reports from the impromptu trade conference signal a breakthrough over the growing inventory of Klingon ships in private Orion hands.
Discounting rumors that the entire collection would be sold as one package, OIS learned through anonymous sources of newly offered proposals. The package would be broken into several parts, each piece placed under discussion for both sale price and disposition.
It is expected that the first grouping in the package will be the warp shuttles and warp tenders. Local BPC experts in Federation negotiation tactics suspect objections will be raised regarding the warp shuttles. The majority of them are of the Koreba class, armed with powerful disruptors for their size. Warp tenders, meant to help repair damaged starships, wouldn't be such a problem.
Other experts connected with the Thylaster Institute on B'Morgia disagreed, noting that even the S-4 Menders β especially the B models β are both armed and dangerous when in groups of four or more against unarmed freighters. They surmise the Federation team would protest selling even these alone to the Unity. Neither group, however, thought a compromise or substitute would be offered to the Kephans.
The planet Gideon, which recently joined the Unity as it's newest member, has promised to supply any needed skeleton crews for these and other warp-capable vessels when the need arises.

They have yet to hammer out a deal over the fate of over one hundred fifty mostly Klingon ships to Orion companies. Mekta, representing the Klingons, refused to back down on his demands regarding who sold or traded Imperial starships in the first place. βJustice must be served against these traitors to Empire and Emperor,β he bellowed. A puzzled Abbalyn the Jester asked Mekta if he seriously expected any suspected Orion CEO or CFO to come when ordered. βThey won't risk life and limb if their answers don't satisfy you,β he said. Nunkta, Mekta's assistant, assured him that they'd be truthful under the circumstances. βWe have enough working mind sifters to guarantee we'll get the facts and nothing else,β he promised. The Federation team visibly winced at the mention of their brutish answer to both Earthling truth serum and Vulcan mind-meld. Meanwhile, the latest unconfirmed rumor claims the Kephan delegation arranged a sale of old corvettes to former Orion colonies in the Neutral Zone. Both the Overlordship of Spike and the Republic of Namezk would soon each receive a refurbished Astraeus and six Qetra corvettes for system defense. The Spikan government rejoiced at this in light of the obsolescence of their small Space Navy. βThis is a major, major upgrade for us,β said Naash Zaccheus the Soup Eater, spokesperson for the Overlord government. βDiscounted enough for us to afford and built by Orion hands for Orion descendants. A good deal overall for all concerned.β βJust enough to strengthen us without inviting Federation or Klingon bullying,β added Apex Eshk the Long Bearded representing Namezk. βSuch blessings don't come around every day. Both our peoples will treasure this for a long time.β As in the past, neither Kephan representative was available for comment or confirmation.

I thought you meant that the Unity supplied a solution to the overpopulation problem with colonists either from Gideon itself, or New Gideon (formerly Cheron in your story), travelling to Kephan space. Isn't Gideon nearly on the opposite side of Federation space from the border where the Unity exists?

Isn't Gideon nearly on the opposite side of Federation space from the border where the Unity exists? If my memory serves, Gideon was supposed to be close to the Klingon-Federation Neutral Zone. Somewhat further away from it than Organia, yes, but still in the general area. So they would be also closer to Orion space and able to get there and operate the ships the conference is talking about. Currently any Gideon colony convoy would aim for New Gideon. But the other worlds of the Unity would be open to them when they so wish.

(OIS) - - An unexpected breakthrough was announced today during the impromptu trade conference's latest negotiations. A smiling Abbalyn the Jester informed reporters that the major portion of the mostly Klingon-made inventory will be sold to the Kephan Unity at discount. The main proviso is that they must vacate Orion space with all possible speed. In light of this, a small convoy from planet Gideon will soon arrive at Botchok to operate the warp vessels as their skeleton crews.
According to detailed reports released after the current session ended, the group of freighters sold or traded to Orion companies will tow the sub-light Klingon monitors back to Kephan space. The ratio will be one monitor linked to one freighter. The old Klingon and two obsolete Romulan scouts will go ahead of the ships to look out for any potential problems. The thirty-two warp shuttles and nine warp tenders would act as protectors of the convoy from possible ambushes. The pair of old Federation colonial transports will hold the families of the skeleton crews flying to new homes in the Unity.
βI hope what Earthlings would call this 'logjam' will be broken for good,β said Abbalyn. βNow we can get to serious discussion over the more important topics like the destroyers and heavy cruisers. No need to maintain a blockade to profitable transactions over old armed warp tenders.β
βIt's a shame than anything should go to the Kephans in the first place,β added Ding Jianguo, Federation negotiator and Undersecretary of Star Fleet. βBut let's be honest here. Freighters and monitors like these pose no threat to Star Fleet or the Federation as a whole. The monitors alone aren't called 'Luckless' by the Klingons themselves for no reason. They have a bad reputation and are no longer made anymore. Unless the Unity discovered some way to improve their performance, they're just taking them to take them away from anyone else.β
It is expected that barring anything unforeseen, the convoy should leave for Unity space by the end of the week.

Somewhat further away from it than Organia, yes, but still in the general area. So they would be also closer to Orion space and able to get there and operate the ships the conference is talking about. Currently any Gideon colony convoy would aim for New Gideon. But the other worlds of the Unity would be open to them when they so wish. I stand corrected. Looking at that detailed FASA map I posted elsewhere, I see Gideon is north of Orion space, while Cheron (New Gideon) is way over east close to the Romulan Neutral Zone, essentially on the opposite border from the Unity. It's interesting though that worlds favourable to the Unity are within Federation space. This is of course not new, Gideon wasn't a Federation member in the episode, neither was Cheron, but Capella IV, the Roman parallel Earth (I think fans call it Magna Roma) and others exist from the show as well.

Local providers are reaping a harvest of credits for supplies from the Gideon-based skeletal crews for each ship. Former smuggler and retired businessman Praedo Morus the Eccentric - - who prefers to be called βThe Theβ for no known reason - - gave his observation on scuttlebutt on the convoy. βAll my contacts are calling this the 'Adam Ant Convoy' after this Earthling singer and actor from long ago.
