UPDATE: On a hunch, I checked up on how many Klingon ships that Star Fleet has captured. That is up to the year 2265 and only on those TOS Era ships written about that Star Fleet has.
Even with these limits, there is another HUGE load of metal that's been captured. At least 50 ships, perhaps more. Almost like a mini-version of this current campaign. Just for the D-7s alone - - just them only - - the Feds captured 10 D-7a models and 9 D-7c models. Yikes!
It looks like this will put another twist in the storyline. Even I don't know how this is going to turn out. So stay tuned, friends.

(OIS) - - In another move no one expected, Kephan negotiators made additions to the current proposal eliciting both guffaws and outrage from all sides.
According to Captain Anthony J. Wrenfield, head of the Unity team, they received information from anonymous sources on Star Fleet's caches of captured Klingon ships. One of them was a collection of K-17 Deathstalker-class scouts. Five of them were A models and two were D models. They were taken by Star Fleet during the Four Years War and disliked by their crews as under-powered and under-gunned. A number of freighters also fell into Star Fleet hands. They were six of the G-8 A model Trader's Game class.
Wrenfield suggested that the scouts and freighters be returned to the Klingons but under similar restrictions as the Derf class tender and the Nelson class scouts. The Deathstalkers and Trader's Games would be permanently assigned to the Empire's frontier with the little-known but greatly feared Kinshaya. There would be two sets of three ships each sent to different points of that border. The scouts would reinforce current task forces with extra reconnaissance, while the freighters provide necessary supplies to said task forces. Wrenfield termed this proposed trade as “scout for scout”.
This caused the second outburst of the conference, this time from Abbalyn the Jester. He reportedly ran out of the room grasping his head and screaming something unintelligible. In turn, this led to part of the Klingon team bursting out laughing, one of them falling to the floor doubled over in laughs. The Federation representatives kept silent about the ship caches but promised to convey the new Kephan proposal to the Federation council.
No date has been set yet for the next formal session.

[Voice of Rigel News] - - Praedo Morus the Eccentric talks about the latest goings-on in the current trade conference in this exclusive interview.
Praedo Morus (PM): Yeah, they dragged me in after begging and pleading for my help. I guess Abbalyn finally reached his limits after all that's been going around. He won't be back, I'm sure of that. But he won't be sedated at some local hospital like that Fed youngster a while back.
Voice of Rigel News (VRN): What will happen to him then?
PM: My guess is that he'll be shipped off to Spike on some cultural exchange thing. Maybe he'll learn from them how to do music right. After all, they've had a millennium's worth of songs and tradition to teach him - - that is if he's willing to learn. Thank Heaven they've never heard of Terran jazz or Klingon opera. So that might be an improvement in his case, who knows?
VRN: Wouldn't that be presumptuous to think they could fix him like that?
PM: I speak from experience. Stranger things can happen. Hey, this is the Milky Way galaxy. Anything can happen here and usually does.
VRN: Sounds like something a tourism company can use as an advertising slogan.
PM: If they do, they know who to contact with a contract. Fair share of royalties and all that, right? (winks and chuckles)
VRN: That means you'll be replacing him as Orion chief representative?
PM: I have to. We're talking warships for sale here. Lots of warships at that. Enough to capture a solar system or two. If I were either the Feds or the Klingons, I'd be worried about that, too. You know we're caught between the two of them. It's always a balancing act between these two giants. Somebody's got to speak for the Homeworld and the colonies and Abbalyn wasn't up to the job.
VRN: So what happened this time that led to the Jester's departure?
PM: Somebody leaked the load of info on those Klingon ships Star Fleet still holds. That's a massive public relations disaster dumped into the Federation's lap. Wrenfield, the Kephan's main guy here, took advantage of this and added something to the current proposal under review.
In exchange for those four old Nelson-class scouts, the Empire gets back a bunch of K-17 scouts the Feds still have. But they get them under a similar deal they agreed to with the Nelsons. Those scouts will be sent to their border with these Kinshaya folk they're fighting. They'll also get six freighters the Feds had since the Four Years War and under similar restrictions. Wrenfield called this proposal “scout for scout”. Pithy phrase for it, I'll admit. The Kephans will get nothing but smiles all around, it seems.
VRN: And this is when Abbalyn....
PM: That's when he lost it. Burst out of his chair, grabbing his head with both hands. Ran out of the room screaming our tongue's translation of describing the average Kephan – “They've done it again!”. Crashed into I don't know what, probably injured himself for his screams got louder. Nunkta, the Klingon's number two, fell out of his chair laughing like a fool at all this. Even pounded the floor enjoying the moment with fists and feet. Mekta, his boss? His face went white as a ghost to use a human expression. Never expected all this to happen.
VRN: What did the Federation team do during all this?
PM: Coulson, their number one, held his head in his hands, groaning in embarrassment. Who could blame him, the poor slob? I'm guessing he'll be dragged up to the Federation Council before long to explain himself. My intuition tells me it won't be pretty, but that's just me.
VRN: And the Kephans?
PM: Wrenfield guarded his number two, Yenell, holding her when the Jester exploded and things went crazy. She buried her head in his chest, while he clasped her to himself, calming her down. (shook his head) Let them deny it if they dare, but they're an item in deed if not in word.
VRN: From your experience, does this proposal with the escorts and all have any chance of success?
PM: As far as I'm concerned, it's not audacious enough. If it were up to me, I'd have ALL the Klingon ships Star Fleet still has sent to the Kinshaya frontier. Rumors are those ridgeheads are taking a beating and then some over there. So they'd appreciate some help no matter what. Again, that's just me.
VRN: Will you make such a proposal when the next session happens?
PM: In poker, one never reveals his hand until the betting stops. Same thing here. I'm not saying what I'll do and not do until the proper time. Have patience, youngster.
VRN: Final question. Has there been any reaction from the Federation Council that you know of on the new proposal?
PM: Among the five permanent members of the Council, nothing official. But I can tell what I can tell. Earth and Alpha Centauri oppose it. Vulcan, Andor and Tellus Prime support it. Everyone else? The usual wait-and-see attitude politicians everywhere take. If it gets this bad with these ships, it will be worse with the destroyers and heavy cruisers up for sale. But I could be wrong. We'll see.
VRN: Thank you for your time, sir.

Naash Zaccheus (NZ): I believe the Terran word for this is “miraculous”. Neither we nor Namezk ever thought in our wildest dreams we get these treasures poured into our laps. VRN: What treasures? And in what manner? NZ: These relatively new-to-us starships to secure our borders. Plus these new economic relationships with Orion kinsmen. Negotiated by these unique non-Orion folk for our benefit, not just their own. VRN: Can you give us any details without violating any of your security protocols? NZ: Yes. Both we and Namezk now have a refurbished Astraeus and six Qetra corvettes, a restored Freelancer blockade runner, a old but working Remora Mark II escort. And now, in addition to all these, a working K-23B escort for each of us. Think of it. Ten new starships, free of charge, with new-to-us Spikans advanced technology to learn and learn from. And on the heels of this, new trade deals with both Namezk and the old Homeworld. Improved development of our natural resources for our mutual enrichment. All thanks to this group of what these Klingons call the “Insane Ones”. Plus for myself... VRN: Please go on.NZ: New soups that won't threaten to poison me or burn my taste buds. (OIS) - - The Federation Council has approved the Kephan “scout for scout” proposal after public revelation of Klingon ships still in Star Fleet possession since the end of the Four Years War.
The Council approved the proposal in light of the growing public relations disaster from exposure of a cache of ninety-four Imperial warships still in Federation hands. Fiery and thunderous debates within the Federation Assembly have raged over their disposal, which in turn affected Council discussions over “scout for scout”.
Under current plans, the Klingons will deliver the six old Star Fleet vessels they have to Organia. At the same time, the seven captured K-17 scouts and six G-8 freighters will sail to Orion space. Each group of ships will then fly to their new assignments. The returned Federation ships will head to the Tholian border, while the Klingon ships will travel to the Kinshaya frontier.
Assembly debates over the cache of captured Imperial ships included their disposal without benefiting the Kephan Unity, which is still in a formal state of war with the Federation. Terran representatives have been blistering in their condemnation of “scout for scout”, claiming this would give the Unity a major propaganda victory to the rest of the known Galaxy.
One proposal brought up in late-night discussions would sell the Klingon ships to the Gorn Alliance for scrap. The current Gorn ambassador, when contacted by New Aberdeen and New Paris representatives with the plan, refused it with a long loud laugh. He claimed the various clans in their industrial sectors would then fight each other over the ships, causing massive social chaos.

It was allowed on condition no questions were asked on romantic rumors involving her and her commanding officer Captain Anthony J. Wrenfield. VRN: Can you update us on current negotiations so far?Yenell: Yes we can. All parties know the next package of starships under discussion - - the destroyers - - will make the last session look like a quiet walk in the woods. So the fewer ships to fight over, the better. This was the D-16 Swiftwind damaged and captured a while back when the first two Guardian A-1s were built. (VRN) - - Praedo Morus the Eccentric, the new head of the Orion negotiation team, gave VRN exclusive access to secret recordings of the trade conference's latest session.
The Federation team presented what they claimed was a heretofore hidden Kephan plan brought to light. The plan was to transform most of the D-11 One Wing destroyers into “superships”, ready to strike either Star Fleet or their Klingon counterparts. Therefore none of them should be sold to the Unity. However the other teams rejected the supposed “evidence” as unbelievable. As time went on, negotiations broke down again littered with digressions on unrelated topics.

Coulson: The plan is three A-models and one C-model get combined as one. This “supership” would have three times the disruptor power of a typical D-11. It wouldn't have the problem of restrictive fields of fire the ships currently have....... Wrenfield: Wait a minute. Am I seeing this right? Am I understanding what you're saying? That we'd do this if we'd get these destroyers? Seriously? And if so, why hide it? Mekta: This fantasy ship of yours is an anemic version of our D-19 Great Wing cruiser. Only with two extra wings and half the firepower at least. For what purpose, I ask you? Building for the sake of building? Lying doesn't become you, human. I'd think the leftovers would be melted down and used to both expand the hull for the radiation shielding and the wing reinforcement.
Oh, forgot to mention. Mekta here is enjoying playing the Komerex Zha on BOTH the Feds and the Kephans. He's REALLY enjoying it.

(OIS) - - While the four main parties involved in the current trade conference remain stuck over their positions on the remaining Klingon destroyers in Orion hands, the Kephan team have kept busy behind the scenes. The end result after three weeks is the birth of a new trade alliance that neither the Federation nor the Klingons expected.
On special request from the Kephan team led by Captain Anthony J. Wrenfield, representatives from various Neutral Zone governments met on the Orion colony world B'Morgia. Delegates from Spike, Namezk, the Asparax Confederation and the OFMA joined those of the Free States at the Thylaster Institute. Their input was sought along with spokesmen for the “Coalition of Mutual Interests” government on the pirate world Takers.
Wrenfield noted that the governments are predominately Orion or Orion-friendly. New markets for their goods and services have opened up on both Spike and Asparax's territory. They've shared cultural ties lasting many centuries. They're caught between the two major powers with only the Organians keeping both of them at bay. And all of them have had good relations with the Unity to date. So he advocated they join forces to preserve their respective economies.
All parties agreed to call this new alliance the Sandwich Group. When asked why, Wrenfield noted that the parties involved are “sandwiched” between the Empire and the Federation. Both powers could easily crush them by boycotts or blockades as they did in the past with the OFMA and attempted with Asparax. Furthermore recent IKS raids on their trade routes increased in ferocity and bloodshed. Mutual protection is needed.
The delegates have agreed to meet yearly at the Thylaster Institute to set policy. They also agreed to allow both the Unity and the IEC to have “observer status” in future meetings. Finally they will set up trade offices with the new Kephan member worlds of Gideon and New Gideon.
Both the Federation Council and the Klingon Imperial Council were caught unawares when news arrived of the Sandwich Group's birth. Neither power's team for the current trade conference had any comments at the time this report was posted.

While I see what rarcher is saying, I'm enjoying more political intrigue during our ongoing conference. Two things though... 1) Who are the Free States at the Thylaster Institute? 2) Yes, while it's up to you at the end of the day, it's nitpicking trynda1701 again! While the name of the "Sandwich Group" sounds like a nickname, I think maybe a more formal name might be needed for this new alliance? I came up with a few. The first one might be too close to the name of the planetary government of the pirate planet of Takers. Coalition of Solidarity Coalition of Common Solidarity Agreement Coalition of Common Economic Solidarity Agreement Common Economic Solidarity Agreement My favourite is the final one, which is something that links your listed groups together economically, while keeping the "Sandwich Group" as the informal nickname. Just my two quatloos. Thoughts, brickwall ?

Finally, I'm still working on how the Kephans get those D-11s. That is IF they get them in spite of Federation resistance. We'll see what happens.

Given all the newer designs the Unity has gotten in the 2260s though given my upcoming campaign series of posts regarding things with the Tordell maybe some cheap canon fodder is needed to boot!
